Чанша усиливает работу по созданию полиграфической базы для печати книг и изданий на юге Китая
Walking into Hunan Lingyu Paper Products Co., Ltd. in Huanghua Town, Changsha County, the strongest impression is the sheer scale of the printing business it handles for Beijing Quyixian Book Planning Co., Ltd. Quyixian has not only set up a logistics warehouse and an e-commerce center within the plant area, but has also based its Hunan branch here.
In 2020, Quyixian moved its northern printing business to Changsha, with 10 companies including Lingyu taking part in the printing. This year, Quyixian plans to direct most of its printing business to Changsha.
"In the past we hoped to keep Changsha's business in Changsha; now not only has Hunan's business stayed in Changsha, but a large amount of business from other provinces has also flowed to Changsha," said Wu Huikai, chairman of Hunan Lingyu Paper Products Co., Ltd. Several Beijing companies are still in contact with him about printing business, he noted, and more Changsha printing enterprises are urgently needed for full collaboration to complete the work together.
The rapidly growing inflow of printing business from other provinces is a microcosm of Changsha's high-quality development in printing, and from this one can see the confidence and strength behind Changsha's effort to build a printing base for books and periodicals in southern China.
Rising Against the Trend: The Printing Industry Favors the Star City
Compared with the "Hunan TV army" and the "Hunan publishing army," Changsha's printing industry appears low-key. But a series of figures shows that Changsha's printing industry is enjoying an unprecedentedly strong momentum of development.
In 2019, Hunan's printing output value ranked fifth nationwide, after Guangdong, Zhejiang, Shandong and Beijing. In 2020, under the severe impact of the pandemic, Changsha's printing industry rose against the trend, with a total output value of 17.3 billion yuan, up 4.8%. Take Hunan Lingyu as an example: its output value was more than 100 million yuan in 2019 and reached 340 million yuan in 2020.
The huge room for growth comes mostly from printing business for books and periodicals in other provinces. At present, Changsha has established long-term strategic cooperation with numerous booksellers across the country. In the northern segment, Hunan Tianwen Printing and Yajia Color Printing have entered into long-term cooperation with Beijing Normal University Press, Beijing Education Science Publishing House, Beijing Wusan Classic Books and China Renmin University Press; Hongfa Printing, People's Jindian and Hunan Lixin have entered into long-term cooperation with People's Education Press, Foreign Languages Press, People's Publishing House and Tuanjie Publishing House; and Mingxiang Printing has established long-term cooperation with booksellers in Hubei. In the western segment, Jinying Printing, Hunan Huashang Culture and Hunan Zhongxin Printing have entered into long-term cooperation with a number of publishing houses in Guizhou, Shaanxi and Guangxi; in the eastern segment, Changsha Chaofeng Printing and Guanshan Meiyin have built good cooperative relations with a number of publishing houses in Jiangxi, and they have sent key books and hardcover books to Changsha Chaofeng.
Why has so much printing business from other provinces flowed into Changsha?
"In recent years, Changsha has worked hard to build itself into a printing city with excellent quality and good prices in the eyes of booksellers nationwide, continuously addressing their pain points in policy, equipment, quality, service and logistics, and its recognition in the industry has kept rising," said the head of the Printing Division of the Publicity Department of the CPC Changsha Municipal Committee.
Changsha now has 640 printing enterprises with 17,000 employees. In 2018, 55 enterprises in Changsha had a printing output value of over 20 million yuan and 41 had over 50 million yuan; by 2020, the number with an output value above 20 million yuan had reached 91 and those above 50 million yuan had reached 45. Changsha's printing industry shows the characteristics of continuous industrial concentration and a leap in intelligence, and it has gained more capacity to take on business from other provinces on a broad scale.
At a time when green printing has become a major development trend, Changsha actively guides printing enterprises to move into industrial parks and promotes the development of industrial clusters, achieving a big leap in environmental governance, intelligent upgrading and industrial concentration. In the first quarter of this year, with strong support from Kaifu District and Jinxia Economic and Technological Development Zone, 31 printing and related supporting enterprises went all out to build the intelligent, green, version 4.0 Changsha Printing Technology and Cultural-Creative Industrial Park, continuously expanding the space for taking over the transfer of the national printing industry.
At the same time, with the construction of the national "four vertical and four horizontal" high-speed rail network and the improvement of aviation and freight logistics, Changsha's locational advantages are obvious, and as competition over timeliness becomes increasingly prominent, Changsha's strategic position stands out even more.
The "Printing Power" of a City of Innovation and Creativity
Building a printing base for books and periodicals in southern China is an innovative move by Changsha's printing industry as it strives to be the leading goose in implementing the "three highs and four new" strategy and works to create a development pattern featuring both the domestic economic cycle and the domestic-international dual cycle, promoting the sustained and healthy development of the cultural industry.
As a city of innovation and creativity, Changsha has achieved remarkable results in scientific and technological innovation in recent years, persisting in leading innovative development with scientific and technological innovation and steering innovation results toward high-end industrial development. In particular, Changsha has a solid foundation in the cultural industry, which has laid a firm foundation for its printing industry. After years of cultivation, the Changsha Printing Expo has become the largest and most comprehensive printing industry event in central China.
Going back to June 8-10, 2020, the three-day Central China (Changsha) Printing Industry Expo was held in Changsha, Hunan. It was the first large offline exhibition of the national printing industry since the outbreak of the COVID-19 pandemic.
The exhibition area was 18,000 square meters, equivalent to 418 standard booths; nearly 240 brand enterprises from across the country exhibited, attracting 20,000 professional visitors... Held during the period of normalized pandemic prevention and control, this expo was not only the largest and most heavily attended in the history of the Changsha printing industry expo, but also the one with the richest program and the greatest industry influence.
This expo was a great opportunity for local Changsha printing enterprises to showcase their strength and image and to win orders. Besides the gains made by printing enterprises such as Yajia Color Printing, Hongfa Printing, Yagao Color Printing, Lide Printing and Maya Printing, more small and micro enterprises exhibited together in the form of alliances and tasted the benefits of the expo. These small and medium-sized enterprise alliances include not only printing companies but also paper, ink and glue companies, covering the upstream and downstream of the printing industry chain. Their competitiveness has been greatly enhanced, and the follow-up effects are still emerging.
To further promote the high-quality development of Changsha's printing industry, enhance its competitiveness and expand the influence of Changsha's book and periodical printing, this year Changsha took the lead nationwide in issuing a local high-standard quality system for book and periodical printing.
The Changsha book and periodical printing quality system has two features. First, it has broad coverage: it is a complete quality standard system covering requirements for printing raw and auxiliary materials, printing quality, binding quality, finished product quality and environmental protection quality. Second, its parameters are higher than the relevant national standards for book and periodical printing.
Taking the printing standards for textbooks and supplementary teaching materials as an example, this quality system requires that high-standard textbooks and supplementary teaching materials be printed according to the quality requirements for producing books and periodicals. In terms of binding quality, it adds requirements for white edges, small pages and French flaps, raises parameter requirements such as binding strength, and adds environmental protection quality requirements for supplementary teaching products.
Beijing Quyixian, long known for its stringent quality requirements, greatly increased the business it places in Changsha right at the start of this year, precisely because it highly recognizes the production quality of Changsha's printing.
An Internet-Famous Changsha, and Also a Book-Fragrant Changsha
As an important part of cultural development, the printing of publications such as books, newspapers and periodicals plays a prominent role in the process of building a strong socialist culture. Among them, the demand for book printing among publications is inseparable from the development of the national education sector, and the further popularization of education will drive steady growth in the printing market.
"Focusing our efforts on book and periodical printing and building a printing base for books and periodicals in southern China is our conscious responsibility in helping build a book-fragrant China," said the head of the Publicity Department of the CPC Changsha Municipal Committee.
Changsha people love reading, and the atmosphere of a "book-fragrant Changsha" is strong; Changsha people know how to make books, and the "Hunan publishing army" is widely known. Polishing the quality and influence of Changsha's printing and building a printing highland is the inevitable logic of Changsha's shaping its city through culture.
In recent years, Changsha has broken out as an internet-famous city, backed by the strong support of internet-famous industries and by a new elevation of a city's governance capacity and governance system, urban quality and cultural image. The key to keeping an internet-famous city famous for the long run is to make being internet-famous something of height, warmth and depth, and to integrate work in literature and art, cultural tourism, cultural creativity and cultural industries into the "three highs and four new" strategy and into the development of the Changsha middle-reaches urban cluster, playing a fine symphony at a higher level.
Building a printing base for books and periodicals in southern China can optimize the structure of the national printing industry, facilitate the gradient transfer of the industry and promote the balanced development of printing nationwide, while also serving as an important fulcrum for the high-quality development of the country's printing industry.
It is learned that, as the platform supporting Changsha's effort to build a printing base for books and periodicals in southern China, the Changsha Printing Expo has already won the support of the Printing Technology Association of China and the Printing and Printing Equipment Industries Association of China. To celebrate the 100th anniversary of the founding of the Communist Party of China - the "A Century of Red Printing" themed exhibition and the 2021 China Printing Industry Summit Forum - will be held in Changsha in the second half of this year, and Changsha's voice will once again be heard in leading new development concepts for the printing industry, exploring new development models, and showcasing new development projects and promoting new products.
